Abstract

The essay focuses on two important issues of philanthropy in the Russian Empire such as a legislation and statistics in the first half of the nineteenth century, before the substantial changes caused by the Great Reform. Section one of the article provides a research problem and sources description. The second section reveals that in legislation, along with the introduction of detailed rules on the making and acceptance of private donations, subsidiary rules were added, primarily on building and sanitary codes for the construction of hospital buildings and almshouses (1823), and on mandatory sections about public charity in the governor’s reports (1827). Section three includes a comparative brief survey on statistics of philanthropy and gives some results of accounting demonstrated that 309 charitable societies and 1,223 other charitable institutions were established in 1801—1860. A variety of diverse facts obtained from various sources on Vladimir province were aggregated and systematized in section four, and this microhistoric approach allowed to specify some types of hospitals and almshouses such as civic and church charitable institutions in local district towns, and private ones at factories and estates.
