Abstract

The article focuses on the theory of studying the problem of overcoming the maladaptation of Russian emigration in the 1920s and 1930s. The generalizations made are illustrated by minimal examples and facts. The systematic approach made it possible to structure and identify the specifics, stages, and the most important life spheres of support for emigrants. It is shown that social assistance is a multi-level, diverse activity that can be structured according to various classification criteria: by sources, types, forms, nature, areas of application. The most important areas of assistance are natural-anthropological, spiritual, cultural, professional, humanitarian. The scale of social support undertaken in relation to the Russian emigration is shown. The activities of the League of Nations focused on the issues of resettlement, employment and legal regulation of the status of Russian refugees. Other international organizations provided assistance in accordance with their statutory goals. At the national level, the migration policy of the governments of recipient countries has evolved from short-term to regular, associated with changes in legislation in accordance with international agreements. The most effective method was the inclusion of emigrants in state social programs. Overcoming maladaptation was also facilitated by public and private charity. A huge role was played by self-organization and self-help of Foreign Russia. In general, in the 1920s — 1930s. marginally compensatory support prevailed over guaranteed protection of emigrants and the effectiveness of aggregate social assistance remained clearly insufficient. However, experience was gained and a basis was created for regular social assistance to migrants.
