Abstract

The article examines the activities of Major General P. I. Koshelev, who ruled Kamchatka from 1802 to 1807. A new view is presented on the development of the conflict that led to the emergence of a conspiracy to kill Koshelev, which allegedly matured for several years and numbered up to 37 people. Analysis of the testimony of the conspirators found in the collection of G. V. Yudin, when compared with Koshelev’s reports, made it possible not only to characterize the actions of the participants in the conflict, but also to supplement ideas about the personality of the head of Kamchatka and his management methods. It is concluded that putting Koshelev on trial for abuse of power and “illegal acts” was justified.
