Abstract

The article reconstructs the system of relations between the Russian Empire and the Kazakh ethno-elite of the Younger and Middle Zhuzes. According to the analysis of the Russian authorities' legal acts and clerical work, the author concludes that this system was based on the Mongolian tradition of managing nomadic vassals and went through a series of stages in its evolution. It is revealed that in the 18th century  Russia used Mongolian institutions — Shert, Amanatstvo, Yasak to control the Kazakh elite. The institutions were replaced by the practice of administering in zhuzes, co-opting the Kazakh aristocracy into the administrative structure, sending deputy missions to the imperial court and material incentives for “loyal” sentiments at the beginning of the 19th century. The positive dynamics of the Kazakh bureaucracy's formation led to a final departure from the elements of the vassal system relations that was based on the Mongolian tradition since the mid 19th century.
