Abstract

The article attempts on the basis of archival documents, many of which are first introduced into scientific circulation to determine the place of the most compliant reports of the Orenburg military and civil governors in the dialogue of the central and local authorities of the Russian Empire in the first half of the 19th century. The subject field of this research problem is connected with the solution of a number of tasks: what are the features of the most general reports of the Orenburg military and civil governors; how different their structure was; What influence did they have on the government policy of the Russian Empire in the first half of the nineteenth century? The author comes to the conclusion that all reports given by him played an important role in the dialogue between the central and local authorities in the first half of the nineteenth century. In the first third of the 19th century. there was a development of a report form, the procedure for collecting information. The reports mainly informed the government about the state of local government. In the years 1837—1850. The overall tone of the reports is changing. Through them, the leaders of the province actively transmitted to the center their proposals for the reform of local government. The latter tendency is more characteristic of the most generous reports of the Orenburg military governors.
