Abstract

The first audit by officials of Department of spiritual affairs of foreign confessions of the Orenburg Mohammedan spiritual meeting at the end of 1910 happened under the influence of the Special interdepartmental meeting on counteraction to Tatar Muslim influence in the Volga region which noted ignorance by government structures of the modernization processes happening among Muslims which were estimated as manifestation of Pan-Turkism and Pan-Islamism. The religious management was accused by a meeting of creation and encouragement of the antistate movement in the Muslim environment. Following the results of audit the manager of the II office of department I. M. Platonnikov stated the problems in keeping record caused by a lack of staff members, financing and low qualification of employees, expressed the need of a legal regulation of its activity in connection with archaism of establishments of the last century. The official attributed all revealed small defects and offenses to neglect of current laws and interest in “the nationalist movement” of Muslims; the Spiritual meeting was accused by it in “obviously illegal and discordant with problems of the Russian state” activity. Platonnikov's report imprinted estimated criteria of the government of a Stolypin era on religious management of Muslims and modernization of Islam in Russia. The government indirectly recognized the delusion concerning the antigovernmental nature of activity of OMSM and europeanization of sociocultural life of Muslim Tatars at the Special meeting on Muslim affairs in 1914 in which materials there were already no tendentious estimates of 1910.
