The World War I became a turning point in the political life of Belarus region because it has aggravated the national problem which was vital for the future historical destiny of belarusian nation.  The end of 1916 — beginning of 1917 can be considered as time of consolidation tendencies in belarusian organizations and increasing of national consciousness and political activity among the belarusian population. The First All-Belarusian Congress of 1917 became an appropriate result of previous development of the belarusian national movement and activities of its political parties and organizations. Its resolutions demonstrated that social issues dominance over the national ones remains the main, essential feature of the belarusian national movement development after the October Revolution of 1917. However, despite the support of central authorities of Soviet Russia, the Congress was dispersed by the Regional Executive Committee of the Western Region and the Front. The idea of implementing Belarusian national statehood on a Soviet basis gained more and more supporters. It was reflected in adoption of relevant resolutions by belarusian meetings, conferences and congresses. As a result, Belarusian statehood on the Soviet basis was practically realized, however after the end of the World War I.
