Abstract

This article examines ideas and foreign policy of the outstanding optician, the founder of democratic regime, Argentine president in 1916—1922 and 19122—1930 years Hipolito Yrigoyen, his plan of democratization of foreign affairs. Special attention is paid to his policy of neutrality during the First World War, his unsuccessful attempts to convene the congress of Latin American countries in 1917 and transformation of League of Nations into universal organization based on freedom, equality and sovereignty of all states of the world.
