Abstract
The adoption of the United Nations Convention on the Law of the Sea (1982), a comprehensive document that significantly changed the rules of law of the sea, that emerged earlier and then were fixed in the UN Geneva Conventions on the Law of the Sea (1958), which for the first time introduced international regulatory norms on issues that had not previously been subjected to such regulation; caused a wave of intellectual activity in the scientific and expert community of a number of countries, including the Soviet Union. The results of the Conference caused a wave of publications on international law of the sea. In Soviet scientific literature it has been repeatedly stressed that the Convention, in spite of the fact that it has not yet entered into force, is already an immutable international law, which must be taken into account when planning any actions in the World Ocean. The Third United Nations Conference on the Law of the Sea began in the period of Détente, but finished its work in the era of a new round of the Cold War between the US and the USSR. The adoption of the Convention was seen as a result of the unification of the efforts of the socialist and developing countries that managed to overcome the interference of the United States and a number of capitalist countries that took an unconstructive position. Nevertheless, the Convention entered into force in 1994, under completely different international conditions, when the USSR and the socialist camp ceased to exist, and a number of provisions of the Convention were revised under pressure from the United States and its allies.
