Abstract

The article deals with the content of the correspondence of the Governor-General of the Grand Duchy of Finland N. I. Bobrikov, Minister and State Secretary for the Grand Duchy of Finland V. K. Pleve, and Emperor Nicholas II, on the Finnish issue. Letters from the fonds of the Manuscript Department of the Russian National Library for the period of 1899—1900 are analyzed. The author considers the attitudes of N. I. Bobrikov, V. K. Pleve, Nicholas II concerning the Finnish question, the contradictions between them. The conclusion is made about the excessive radicalism of Bobrikov in many questions concerning Finland. The article shows a restraining influence of the position of V. K. Pleve on the preparation of decisions concerning the introduction of the Russian language into the management of Finnish institutions and personnel policy.
