Abstract
The correlation between the problem of European security and that of unification/reunification of Germany was a subject of the intense discussions in the course of Soviet-West German negotiating process which began at the end of 1960s and culminated in the signing of Moscow Treaty (August 12, 1970) and its coming into force (June 3, 1972). The article elucidates the consecutive stages and key points of this discussion by stressing the flexibility demonstrated by both sides that made possible the mutually accepted compromise. The central issue dealt with is the story of the so-called “Letter on German Unity” which became a bone of contention for political scientists, international law experts and, of course, historians ever since. The impact on the USSR and FRG talks of the “GDR factor” attracts the due attention as well. The author’s narrative is based on the wide scope of primary sources from the Russian and German archives. Many of them are unpublished before. The comparative study of Soviet and West German records made it possible to present а more nuanced picture of both sides’ positions and policies on the German national problem.
