Abstract

In the article, on the basis of Russian and foreign historical sources and significant historiography, are indicated Otto von Bismarck’s, the Chancellor of the North German Union and then the German Empire, policy frameworks on the consolidation of the state. Particular attention is paid to the peculiarities of the state structure of the German Empire, the role of the central government in the inter-party confrontation and the struggle against particularism. Besides internal political reforms, the article is also identified the main areas of economic modernization carried out by Berlin.
