Abstract

The article is dedicated to the formation of the Collegium of the People’s Commissariat for Nationalities (Narkomnats) of Soviet Russia in 1917—1919. There were several issues that Soviet Government and the communist fraction of Narkomnats wanted to resolve during the formation of the People’s Commissariat for Nationalities Collegium. They wished to reduce the number of its members and to make the Collegium totally Bolshevik. A particular attention the Collegium members paid to the question of nationalities’ representation in the Collegium, and to its members’ voting right.
