Abstract
This Article considers the issues, connected with transformation of the international Law of the Sea, which resulted in preparing and carrying out of the Third United Nations Conference on the Law of the Sea (1973—1982). These questions raised in close connection with changes in the International Relations in the second half of 1960's and first half of 1970's: development of the Détente, reaching of the international agreements in nuclear disarmament area, decolonization and erosion of bipolarity as a result of numerous new states, which became a part of the so-called third World, foundation. Especial attention paid to policy and mutual relations of the two superpowers — USSR and USA.
