Abstract
The War, that had been unleashed and waged by National-Socialist Regime, radically differed from other Wars in world History by the fact that it was rapacious War aimed at Extermination. Peoples of Eastern and Central Europe suffered the War mostly. At the same time the latter had long been staying excommunicated from the Process of Compensation Payments after the War. Only in 1960 the BRD Government took Decision about rendering Assistance to Victims of pseudomedicine Experiments from Eastern Europe: the Treaties were signed in 1963 with Yugoslavia, being out of blocks, in 1969 with Czechoslovakia and in 1971 with Hungary and Poland. Inside Eastern Europe itself such Facts took place as Discrimination of some Groups of suffered people in the USSR and Limitation of Payments in DDR by a narrow Circle of Persons — the Communists who had been pursued during National-Socialist Regime.
The Process of Atonement of National-Socialist Atrocities by German Side in financial Relation consisted of three Components: Reparations, Restitutitons (Returning of Property). Individual Payments in Connection with Damage to Life, Freedom and Health.
The main Conclusion of the Author is that to understand the Policy of Compensation Payments of BRD is impossible without considering external Factor: the United States of America had been playing the crucial Role throughout the whole Question – from appearing of federal Legislation about Payments till Carrying out of Payments to Persons who had suffered from forced Labour. Reaching the Consent on given Dilemma between oppositional parties in Bundestag always had secondary Significance against a background of western Allies under the Protectorship of which the Roots of West German Compensation Policy had been laid in 1950s: in 1959—1964 BRD concluded Treaties with eleven western European States on 876 Million Marks.
In West Germany itself the public, political Attention and historical Studies, in particular, on most difficult part of Payments Problem — forced Labour — became appearing only in mid-1980s after decades of Victories of German Firms in Courts against lawsuits of Persons, who had suffered from forced Labour. In this Connection political Elite of the Country, being reasonably afraid of Uprise of insoluble Situations because of original juridical Complexities of large-scale Character, always distanced from the problem of Compensation Payments.
After Reunification of the Country, the German Economy already at the Beginning of 2000s hard-gained Compilation of five Billion Marks. Though the Case had been partially solved for the Account of refinancing as a Consequence of Redemption from Taxes. In Eastern Europe the Payments of Conciliatory Foundations were soon curtailed. In 2011 On March 1 the Foundation of Mutual Consent and Conciliation was liquidated by Russian Government Decree. Ukraine followed this example in April of the same Year.
