Abstract
The article deals with the insufficiently explored episode of the reform of the Orthodox parish between the two Russian revolutions – the history of creation of the project «The Statute on the Orthodox parish» of the Chief-Procurator of the V. K. Sabler 1912th. It was the third project, developed in the spiritual office after the work of the Parish’s department of the Pre-Council meeting (Predsobornoe prisutstvie) (1906) and the Special meeting of the Orthodox parish (1907). The Sabler’s Project most consistently expressed the desire of the Chief-Procurator’s office to put the new refunded parish institutions (the assembly and the council) under the control of the clergy and diocesan authorities. At the same time, the project of the 1912th, especially persistently tried to initiate a religious zeal of the parishioners. This reform strategy caused a negative reaction from the public and heads of other departments (in particular the Ministry of internal Affairs).
