Abstract
For most people the Emperor of Ethiopia Menelik II (1844-1913) first of all is known as the only African ruler who at the end of XIX, in the period of European colonial partition of Africa on the battlefield defeated the European, in this case, Italian army and defended independence and territorial integrity of his country. In the author opinion this victory would have been not possible without Menelik successes in state building, first of all his achievements in political centralization of Ethiopia and skilful foreign policy in the interests of the state, which included the using of contradictions between the European colonial powers, interested in this part of African continent, as well as strengthening political relations with Russia, which in 1897 led to the establishment of diplomatic relations between two countries.
