Abstract

The article is devoted to the personnel policy of the Russian Foreign Office (the College of Foreign Affairs) in the early years of Catherine II’s reign. Through the analysis of biographical data of 28 diplomats (including citizenship, social origin, education and career stages) who served in 15 Russian missions abroad, the reasons for the diplomatic replacement, as well as the criteria for selecting candidates for vacancies, are revealed. The author comes to the conclusion that the recall of a diplomat from his post depended equally on his personal circumstances, on the foreign policy tasks that Russia had to solve, on the level of relations with individual countries and last of all on committed mistakes and faux-pas. New appointments in about half of the cases reviewed were determined by the abilities of the applicants. The origin and the eminence of the family still played an important role. The question of impact of other factors (proximity to the court and the empress, patronage of the leadership of the College of Foreign Affairs) and its degree still needs to be clarified.
