Abstract
The article is devoted to a short initial period of development of Soviet rule, when the power belonged to the Councils of workers, soldiers and peasants delegates (“Soviety”). The author analyzes the practice of the Soviet Councils to establish urban and rural life and economy, organize stable food supply. The article provides evidences of the conflict between the Soviet activists and their opponents within the Councils, violations during elections to the “Soviety”. Gradual strengthening of the tendencies to centralize the system of Soviet rule eventually led to a restriction of the Councils' authority and power what ended in their complete and final subordination to the Soviet center.
