Abstract
Article of A. A. Kiselev is devoted to the formation of the English colonial service during the Civil Wars and the Protectorate (1640—1659). The author shows that in the difficult conditions of civil war and the subsequent economic crisis of 1640—1650's the formation of effective colonial management was impossible.
