Abstract
The article examines Soviet-Norwegian relations in 1944—1964 which require further research. At the beginning of the period principles of relations with the Soviet Union and national security strategy were elaborated in Norway. Abandoning plans to create a Scandinavian defense alliance based on neutrality Norway has made in 1949 a choice in favor of NATO military and political alliance aimed against the Soviet Union. A new NATO member state emerged on border of the USSR. The fact determined further development of Soviet-Norwegian relations. In the Khrushchev era Norway was considered a weak link of NATO, andMoscow developed a system of measures aimed to withdraw the country from NATO. The plan failed. By the middle of 1960s a balance of power which satisfied both rival blocs, the so-called «Nordic balance» was finally formed in Northern Europe.
