Abstract
In the article the ukrainization problem at the territory of RSFSR (Russian Soviet Federal Socialist Republic) for the first time is examined from the positions of Terry Martin’s concept of the affirmative action empire. It is shown the decisive role of UkrSSR (the Ukrainian Soviet Socialist Republic) and the Ukrainian factor in the evolution of the national policy in the Soviet state. If in 1920th the Ukraine acted for the Ukrainians in the Russia the role of new Piedmont, and the Soviet state in every possible ways promoted their national and cultural development, the refusal from the policy of RSFSR ukrainization has taken place in 1932/33 due to the threat of the Ukrainian nationalism expansion to the internal areas of the Russia. Since the process of natural assimilation of the Ukrainian population along the Russian-Ukrainian border has renewed and administrative russification at the RSFSR territory began.
